Nested instance — lives at regen-coordination-os/repos/regen-toolkit as a linked repo with its OWN git remote (origin regen-coordination/regen-toolkit, plus a personal fork), on branch regen-toolkit-os. Registered 2026-08-29 after the v0.5 fleet sweep found it undeclared: it has federation.yaml + data/ + its own scaffold root (0e499a54), so it is a real instance, but every drift report and 'instances tracked' count before this entry was blind to it. Assess-only for now — the working tree carries ~2,275 uncommitted files, so the doctor correctly refuses to sync it; resolve that tree before any propagation. Its federation.yaml also predates the metadata block (no framework_version, no lineage stamp), which is why assess reports framework-version-missing.
